Alan is an experienced chief executive, manager, strategist and consultant. He has worked in several sectors advising on policy, strategy and operations. Alan provides a range of management services including strategic advice, structure reviews, systems development, human resource development and change management. Prior to working in his consulting business Alan held executive management positions in local and regional government and was the first Chief Executive of the New Zealand Land Transport Safety Authority.
As a Divisional Manager of the Waikato Regional Council he was responsible for its land transport including for the region’s land transport plan and programme, coordinating the allocation of roading construction and maintenance resources in conjunction with District Councils. He was in charge of the coordination of the regions passenger service routes and allocations, contracting, monitoring and public information. As City Planner in Hamilton and in various other planning positions Alan has been involved intimately in many transport strategies and plans from inner city ring road and pedestrian mall developments to large-scale by-pass planning and industrial subdivision location.
As a consultant Alan has worked with many local authorities and government agencies. He assisted the Civil Aviation Authority developing policies for the medical certification of pilots, has worked with the Ministry of Education developing policies and cabinet papers for school transport and has been a member of the school transport allocations committees since 1998. He has advised the Manuwatu Regional Council on the structure and resourcing of their land transport function.
He has also been an independent advisor to the Canterbury Regional Council since 1998 advising on tenders allocation and more recently the setting up and negotiations with operators over the Public Transport Operating Model (PTOM). This involvement has extended to the procurement of infrastructure supporting the transport system such as automatic ticketing provision, journey planners, and metro transport user surveys.
Alan has carried out similar roles with tender and procurement panels with Auckland Transport for buses and ferries and with other regional councils in the Taranaki and Waikato. He has also advised independent bodies on transport scheduling and operators and assisted them to establish contracts with regional authorities.

Independent advisor to Ministry of Education on bus tendering processes and procurement from 1998 to 2009.
Independent Probity Auditor on tenders operations for Auckland Regional Transport Authority and independent panel member for tendering its ferry services.
Independent Adviser to Canterbury Regional Council on bus tendering processes.
Written Government policy papers on school transport.
Evaluated school transport provision in Tauranga.
Carried out tender evaluations for Environment Waikato, and Taranaki Regional Council.
Reviewed Land Transport function of Horizons Manuwatu Regional Council.
Addressed school transport needs in the Eastern Bay of Plenty.
Consulted on the redevelopment and funding of transport services in Northland around Kaitaia, securing a contract.
Consulted on the introduction of Regional, Network and Unit agreements for the Public Transport Operating Model (PTOM) in Canterbury.
Panel member for selection of Canterbury Regional Council’s biofuels trials, Electronic ticketing system, User surveys and Journey to Work Planner.

Organisational reviews and redesign of structures and key processes in Northland Regional Council, Kaipara District Council, Taupo District Council, Office of Race Relations Conciliator, Careers Service, Early Childhood Development Unit, Vision Education Agency, Kelston Deaf Education Centre, and 24 schools.
Co-authored a New Zealand Treasury sponsored review of Financial Management Reporting in Government Departments.
Prepared a Strategic Business Plan for the New Zealand Ministry of Education’s $3.9 billion school property assets.
Prepared a Strategic Business Plan for the Pacific Island Business Development Trust.
Coaching senior managers of Waitemata Health
Developed a $33 million funding case for Te Whare Wananga o Awanuiarangi.
Prepared an indicative business case for Environment Canterbury (ECan) pertaining the feasibility of bus depot ownership (2022).
Prepared and submitted an application on behalf of Environment Canterbury (ECan) for the Climate Emergency Response Fund (CERF) to decarbonise ECan’s bus fleet (2023).
