
Alan Wilcox

Alan Wilcox is an experienced chief executive, manager, strategist and consultant. He has worked in several sectors advising on policy, strategy and operations. Alan provides a range of management services including strategic advice, structure reviews, systems development, human resource development and change management. He has a background in management and planning in local government and draws on this to advise on and carry out his own property developments. Prior to working in his consulting business Alan held executive management positions in local and regional government and was the first Chief Executive of the New Zealand Land Transport Safety Authority.
LOCAL GOVERNMENT CONSULTING ACTIVITY
Prepared an Indicative Business Case for the establishment of an Eco-Tourism Hub for the Whanganui Māori Regional Tourism Organisation (WMRTO). AWA developed a number of cases aimed to address particular aspects of the proposal including its strategic fit, its economic viability, financing the project, commercial viability, governance and management, and its physical presence.
Carried out organisational and structure reviews for several councils.
Carried out improvement reviews in key areas – corporate services, customer service centres, communications, operations, regulatory operations, asset management, recreation facilities, and land transport.
Facilitated strategic retreats for councillors and staff.
Assisted with processes and panels for multimillion dollar procurements – clean heat, passenger service contracting, IT facilities.
Carried out development strategies and business cases for major facilities and infrastructure projects.
Developed Chief Executives’ contracts and facilitated CEOs’ performance and remuneration reviews.
Assisted with the hiring of CEOs and senior staff in several Councils.
