Work in Education  

AWA has provided advice to a broad range of clients across the education spectrum. Alan has carried out reviews of the Ministry of Education’s Early Childhood Development Unit, advised on the creation of the SPACE National Trust for pre-school education, advised the Kelston Deaf Education over several years, helped form the Vision Education Agency, reviewed over 24 failing schools and assisted to turn them around. He has provided business cases and advice to Wananga over several years. He has carried out school property strategies assisted with recruitment of Principals and senior staff and sat on tenders’ panels for the allocation of School Bus routes for over a decade. He has acted as Planning Manager and Deputy Chief Executive of Unitec during its change processes and has advised a number of New Zealand’s most successful Private Training Establishments.

Alan Wilcox 

BTP. M.Soc Sci (Hons)

Alan Wilcox, of Pakeha and Ngati Kahungungu background, is an experienced chief executive, manager, strategist and consultant. He has worked in several sectors advising on policy, strategy and operations. Alan provides a range of management services including strategic advice, structure reviews, systems development, human resource development and change management. Prior to working in his consulting business Alan held executive management positions in local and regional government and was the first Chief Executive of the New Zealand Land Transport Safety Authority.

 

Assisting the Ministry of Education with Strategy Policy Advice:

  • Review of corporate planning processes in the Ministry. 

  • Review of Government Policy on International Students. 

  • Reviewing Ministry of Education’s School Transport Policy.

  • Quality Assurance Review of Government Special Education 2000 Policy.

  • Developed School Viability Assessment Methodology for Ministry of Education.

Reviews of Education Organisations and Programmes

  • Programme evaluation of a Government funded programme ‘Whanake Ake - Pakihi Whakaruruhau Business Mentorship Programme’ offered by Tipu Ake Tonu. The programme aims to assist whānau who access the Flexi-Wage Self-Employment into self-employment through business mentorship.  

  • Facilitated the development of the Mana Ōrite Framework for the Ministry of Education, Western Springs College, Ngā Puna o Waiorea in 2022. AWA was involved in the refinement and further development a co-governance framework, drawing out key insights of the model that might benefit all schools in Aotearoa. 

  • Review of Financial Management Services in Early Childhood Development Unit.

  • Review of HIPPY Programme for Pacific Foundation.

  • Reviewed the viability of 22 schools and developed business cases for their restructuring of for the Ministry of Education.

  • Provided a business case for the restructuring of the New Zealand Careers Service and the establishment of an internal business unit.

  • Provided case for the establishment of the Vision Education Agency.

  • Advised on the establishment of two private schools.

School Transport 

  • Drafted Government policy papers on school transport

  • Reviewed school transport allocations policies

  • Acted as independent advisor to Ministry of Education on bus tendering processes for tenders rounds in 1998, 2000, 2002, 2004, 2007 and 2009.

  • Evaluated School Transport provision in Bay of Plenty and Tauranga District

 

 
 

Education Operations

  • Was Acting Planning Manager for Unitec for two years and six months as Acting Deputy Chief Executive. Addressed major property strategies restrucuturing of the organisation; new IT strategy; new planning and budgeting processes; the development of new systems for reporting against KPIs; wrote the Annual Reports for three years, carried out an internal Audit of all departments. 

  • Acted as Strategic and Business Development Manager for Awanuiarangi for six years assisting the Wananga to grow from 250 EFTS to 3500 EFTS. 

  • Annual Profiles, policy papers, new business evaluations, marketing strategies, property evaluations and budgets for Awanuiarangi. 

  • Major review of the Kelston Deaf Education Centre in 1998 and Management Advisor for several years thereafter.

  • Developed a Strategic Business Plan and successful $33 million business case for funding for Te Whare Wananga o Awanuiarangi

  • Annual Profiles for Unitec in 2006 and 2007

Education Property 

  • Prepared a Strategic Business Plan for the New Zealand Ministry of Education’s $3.9 billion school property assets.

  • Assisted to develop the long term property strategy direction for Unitec NZ

  • Advised on the long term strategy for Te Whare Wananga o Awanuiarangi

  • Advised on specific property purchases and leases for Awanuiarangi  

  • Drafted 11 Regional Strategies for the development of school property  in Auckland

Human Resource Development 

  • Coordinating processes for the hiring of new CEOs for the Vision Education Agency and Kelston Deaf Education Centre

  • Advised on hiring new deputy principal and senior staff for Kelston Deaf Education Centre 

  • Advised on hired senior staff in a number of schools

  • Carried out management training for Kelston Deaf Education Centre managers and senior staff

  • Acted as Change Manager at Kelston Deaf Education Centre to implement new structures and processes.
